Plans to build a block of 22 flats on Canvey have been rejected by Castle Point Council.
The planning committee turned down the application by Ryga Properties for the scheme at Eldertree Road.
Council planners felt the three-storey building's height, bulk and design would be out of character with the area.
However, members did accept the principle of building on the site.
Planning chairman Bill Sharp said the plan was contrary to six points of the council's planning policy, which determines whether an application can be accepted or not.
He suggested a meeting with the applicant.
He said: "It would make it easier to consider this by asking the applicant to come in.
"We are happy to have that sort of application in the area."
