Controversial plans for a new pavilion on King George's playing field, Rayleigh, could be given the green light next week.
Rochford District Council's planning committee will be recommended to approve the detailed plans from Rayleigh Town Council for the scheme which could cost up to £1 million.
The issue has turned into a confrontation between the Tories who dominate the district council and the Liberal Democrats who are currently in control of the town council.
The Tories claim that the new plans are excesssive and should be reduced in scale to save money for the town's council taxpayers.
However, district council head of planning Shaun Scrutton said in a report to next Thursday's committee the principle of a two-storey building on the site of the pavilion had already been approved.
He added the plans would mean a multi-use hall, two kitchens, a room for the bowls club, public toilets, and changing facilities.
On the first floor, a multi-use indoor activity room, function room, two club rooms, a kitchen and building administration office are proposed.
