Rochford policymakers could launch a scheme to encourage staff to meet face-to-face.
In new moves, Rochford District Council hopes people will meet to discuss important issues rather than use the internet.
The proposed IT Code of Practice goes on to demand staff do not express strong views in an e-mail, "or use insulting or abusive language".
The report, which will be put before the finance and procedures overview and scrutiny committee on January 20, even explains e-mail jargon.
It also advises against typing e-mails in capital letters which is "regarded as the on-line equivalent of shouting".
