Two stables could be built on land Castle Point Council planned to turn into a cemetery if planning officers give the scheme the green light.
Horse owners are looking to install a shelter for their animals on the site off Northwick Road, Canvey, which was originally earmarked for the new island graveyard.
However, the ground was considered unsuitable for burying bodies and the council had to buy the next door plot from landowners Safeway for the cemetery, which finally opened just before Christmas.
Canvey West councillor Ray Howard, who supports the plans for the stables, said: "The cemetery site is very isolated.
"I think it is a very good idea to have stables on the land next door as it means the owners of the horses will be on the site a lot of the time and can keep an eye on the cemetery."
Planning director Ian Burchill will make a decision on the application on February 23.
