Stanley Edwards, 77, who has multiple sclerosis and uses a wheelchair, was driven to Leigh by his son, Stephen, who was taking his parents out for a meal.
They parked in a disabled bay and displayed their blue badge on the windscreen lodged under the sun visor of the car but were shocked when they returned to find they had been fined.
Mr Edwards's wife Joyce, 75, said: "The parking ticket said we had not properly displayed the disabled badge, but we have been putting it in the same place for years."
Guidelines say blue badges must be displayed on the dashboard of a vehicle or in a conspicuous position so all details on it can be clearly seen.
A spokesman for Southend Council, who are responsible for parking control, said: "Full inspection of the badge is essential and the Blue Badge booklet, which is issued to all persons who receives one, gives full advice.
"Without specific details of individual cases, the council is unable to fully investigate, but will be pleased to do so if motorists get in touch directly."
