He said: "I have to say what are the parents doing?
"Young people start to congregate about 6.30pm and disappear home to bed around 10.30pm. Do parents of these teenagers in Castle Point know where their children are in the evenings?"
Mr Raynor, who has been Chief Insp at the Rayleigh division for 13 months, said youth nuisance was a top priority in Castle Point, yet stressed it was only a small minority of children who were causing aggravation.
