The £29.6million cash grant Southend has gained from Thames Gateway funding has been welcomed by the council's Labour opposition.
Group leader Kevin Robinson said he would be challenging the Tory administration to use the money wisely for the benefit of the town.
He said: "Don't waste time in realising the golden opportunities it offers Southend and its people."
Mr Robinson said he supported more affordable housing in the town, aimed at accommodating essential workers as well as homeless people.
