Plans to protect Colchester's Dutch Quarter could see a restructuring of traffic in the area.
A 20mph zone has already been introduced and long vehicles have been prevented from entering the historic quarter.
But the effect of traffic passing through the area, particularly to and from High Street, is worrying residents.
Despite signs preventing through traffic in East Stockwell Street and Maidenburgh Street, many vehicles illegally drive through them - and the problem is expected to increase.
To combat the situation, it is planned to close East Stockwell Street, near its junction with Williams Walk, and shut Maidenburgh Street, near its junction with George Street.
Lockable steel bollards, which could only be opened by the emergency services, would be used to close the roads.
Long-term plans include widening St Peter's Street between North Hill and Short Cut Road, providing an additional traffic lane into the car park, and allowing residents to bypass queues.
Colchester Council proposals follow consultation with the Dutch Quarter Residents' Association.
