By-laws could be introduced to clamp down on drinking in public places in the Braintree district.
It is one idea of Braintree Council's new executive, which has drafted its objectives to improve community safety.
Graham Butland, (Con, Great Notley & Braintree West) executive member for health and community, said people were concerned about it and he was looking at whether the council was giving the police enough support through by-laws.
The council would liaise with Essex Police when considering any new by-laws, he stressed.
Executive member for development and regeneration, Michael Gage (Halstead Residents' Association, Halstead St Andrews) said a lot of people involved in alcohol abuse were not youngsters, but the council should try to ensure that it was not seen in public for 14 to 15-year-olds to copy.
