The West Horndon Park Association, which is overseeing plans to create a new park in the village, is set to receive an interest-free loan of £88,000 from Brentwood Borough Council.
The association has applied for a £75,000 grant from the Government's Department of the Environment, Food and Rural Affairs.
But because of the way the department allocates funding, it would need to have that sum plus £13,000 VAT in advance, to be able to pay contractors.
Members of the council's cultural panel agreed that if the association is successful with its grant application, the council should lend it the money.
