Public toilets around Southend could be closed and not replaced, the council's Liberal Democrat leader Graham Longley has claimed.
The warning came as councillors met to discuss plans putting the cleaning of the town's existing facilities out to tender.
Cabinet member in charge of environmental issues Ann Holland said three toilet blocks set for possible closure had been shut for at least two years.
