A study has been carried out of all council services in the district and targets set for future performance.
Basildon Council claims to have dozens of ideas for improving services which have been set out in its performance plan.
The plan includes:
Providing a leisure programme for young people
Opening an information centre at Wick Country Park
Putting more street lights in high crime areas
Creating a new nature reserve at Shotgate Thicket
Opening a freephone repairs line for council tenants
Setting up an anti-social behaviour team.
Council leader Malcolm Buckley said: "Our plans are ambitious and are aimed at the heart of the community."
