The postponed British League Cup match between Arena-Essex Hammers and Peterborough may be the subject of a Control Board enquiry.
The match was cancelled last Friday when Elite League side Peterborough were unable to field a team in compliance with the competition regulations.
There was no meeting at the Purfleet Raceway on Friday because track manager Gerald Richter was preparing the track in Cardiff for Saturday's British Grand Prix.
The three-week spell without home action is due to come to an end on Friday when the Workington Comets will be the visitors in a Premier League fixture.
"I'm still seething over what happened last Friday with Peterborough and I've referred all the facts to the sport's controlling authorities," said Russell.
"I've no idea what their response will be but I doubt that will be any consolation for our supporters or myself. We've lost what should have been an attractive speedway meeting through no fault of our own."
Meanwhile Hammers rider Joonas Kylmakorpi has progressed through his World Championship qualifying round in Belgium, scoring ten points to finish sixth, but Leigh Lanham was eliminated after scoring five points.
The free bus service, sponsored by Blue Triangle Buses Ltd, that operates to all the Hammers home meetings has an amended timetable and pick-up points are now as follows:-
