The 83-year old, from Namur Road, Canvey, said: "I applied three years ago for a war pension after finding out a person is entitled to it if they suffered an injury while serving in the Second World War.
"However I am no further down the line despite sending letters."
But a spokesperson for the Veteran's Association said that the case was now closed and Mr Withey would not be receiving anything.
The former soldier fought primarily in the desert in Africa where he was eventually captured by the German army.
A spokeswoman for the Veterans' Association - the Government agency in charge of war pensions - said it was against their policy to comment on individual cases but added: "The case has been assessed and is now closed.
"However if Mr Withey gives us further information we will look at his case again."
