A guide is being produced to show people in Colchester how to deal with anti-social behaviour.
As part of its contribution to the town's crime and disorder reduction partnership Colchester Council has developed a manual to help groups clamp down on problems.
Peter Carrington, the council's community safety co-ordinator, was reporting to its scrutiny and overview panel on how effective the partnership had been over the last year.
Councillors were making sure the people of Colchester were getting value for the money they had put into the project and gave their backing to its work.
Tim Young (Lab, St Andrew's) said anti-social behaviour in Colchester had been one of the greatest concerns expressed by people he had spoken to during recent elections.
Mr Carrington said many organisations around the town were trying to deal with anti-social behaviour, but there was often confusion over what was the best way to tackle it.
"There are a number of groups trying to address these issues, but there has been no central point where they could come to for advice," he said.
The new manual would be ready by next month, he said, and would help organisations develop a set strategy to deal with the problems.
