At least three permanent travellers' sites are likely to be needed across Colchester to cope with demand.
A report due to go before Colchester Council's cabinet next month is set to recommend at least two permanent sites and a transit site each for between six and eight caravans.
No sites have yet been earmarked and a team of consultants is set to be brought in to identify possible locations.
The draft report is from the travellers' sub-group, formed in March to find a new approach to travellers.
A public meeting is due to be held later this month and views expressed will be added to the report.
Research from previous encampments in the area has identified a need for a transit site or stopping place for short-term use.
A permanent site is needed immediately and contingency plans for at least one further site be put in place.
Colchester Council has arranged the public meeting for anyone concerned about the proposals for permanent sites for travellers to have their say.
The meeting will be at Colchester town hall on June 18 and between 40 and 50 interested groups will be invited
