A referendum on Bathside Bay could cost taxpayers up to £10,000.
Harwich and Dovercourt residents are set to be asked their opinion on the plan to expand Harwich International Port.
Tendring Council will organise the "parish poll" but will then bill Harwich Town Council.
Harwich mayor Les Double said the referendum had to be called at a parish meeting. The meeting would also decide the wording of the question, which can only have a yes or no response.
It is thought the poll could cost between £5,000 and £10,000. However, the town council's finances could be further stretched as it is thought there may also be a call for a referendum on plans to knock down and redevelop Harwich hospital.
The council's entire annual budget is about £90,000.
