Car dealers who flout parking rules by leaving cars for sale in one-hour stay parking bays claim they have no choice.
Several dealers permanently use parking bays intended for shoppers in London Road, Leigh, which allow one hour of free parking and the car cannot return within four hours. A woman, who asked not to be named, said it caused chaos for shoppers.

She said: "I come to pick up my child from a nearby school and shop in London Road, but it is virtually impossible to find a space."
Alan Napper, a partner with Bransons car dealers, in London Road, admitted his dealership used the bays in breach of the rules.
He said: "It is a crazy situation. We never park on double yellow lines or do anything dangerous."
Graham Dare, assistant director of technical services at Southend Council, said there was little the council could do about the problem.
