Developers of a major retail warehouse scheme at Fossets Farm, off Eastern Avenue, have opted to delay a planning decision by the Secretary of State.
Plans for a new B&Q on the site will not be considered by the planning inspectorate until January 2004.
The site could also provide a new home for Southend United FC but until a decision is made on the B&Q scheme the club cannot move from Roots Hall in Victoria Avenue.
Two new access roads onto Sutton Road and Eastern Avenue are required and it is believed developers, Lansbury Retail, need time to prepare its proposals.
Mike Pregnall, council planning officer, said: "We understand the delay is at the applicant's request.
"The council wants roads built across the site prior to B&Q being there to distribute traffic better.
"The applicants want to get that proposal in place by the time of the enquiry."
The public enquiry before a government inspector will be held on January 20 at the Civic Centre in Victoria Avenue.
