Basildon is overcrowded, services are at breaking point, fear of crime is high and residents do not feel part of a community, a survey by the town's Strategic Partnership has revealed.
Basildon Council, the partnership's biggest stakeholder, says the survey results will be considered when a community strategy is produced.
Council leader Malcolm Buckley said: "Basildon has a lot going for it."
