A Leigh petrol station is set to be demolished and replaced with a three-storey block of flats.
The move has prompted opposition from neighbours who claim the scheme would create an eyesore in the area.
However, Southend Council's development control committee will be recommended to approve the plan, for Eastwood Road North, Leigh, next Wednesday.
Planning officials say the building is well-designed and the modern scheme should make a positive contribution to the area.
However, objectors say the plan would be gross overdevelopment of the site and would cause more parking congestion in the area.
