Plans to allow caravan owners to live on a site all year round have sparked fears it could become a housing estate.
A report by Southend Technical Services recommends permission for 43 permanent static mobile homes to the south of East Beach, Shoebury, be granted.
Mike Assenhiem, chairman of Shoebury Residents' Association, said: "If it is passed it could mean they will want to turn it into a housing estate.
"The caravans will be connected to mains drainage so it would be a short step to proper houses.
"We have had a lot of letters about it and many people have forwarded us letters of objection which they have sent to the council."
The report, which will be considered by the licensing committee on Friday also recommends approval is refused for the north of the site.
This, it says, should remain available for touring caravans and tented accommodation on a seasonal basis.
Mr Assenhiem welcomed the provision and said: "At least they have gone some way in opposing this and it will be better for residents to the north of the site."
The site, leased to Leshome Limited in 1990 for an unlimited period by Southend Council, straddles a railway line through to the MOD's New Ranges in Blackgate Road.
