Witham's town plan will be officially launched by the end of next month.
The plan has been drawn up over the past couple of years through focus groups involving town residents and traders.
Among the potential developments, it expresses support for a cinema and an arts centre.
Adopted as town council policy earlier this year, the plan can be used when making official decisions on issues, such as applications, to see how compatible they are with the wishes of Witham residents.
The town council's annual meeting earlier in the week agreed to arrange an official launch for the document in June.
