Making Castle Point safe, clean and environmentally friendly has been a top priority according to the council leader Dave Wells in his final report before the local elections.
The Labour councillor said: "As well as helping to make people more healthy, we have healthy finances with council debt down, the second lowest council tax rise in Essex and local funding for our new area forums.
"Partnership has been a very important part of the success of our policies and all councillors have been very active in helping to improve our borough."
Mr Wells, is standing again for the St George's ward in tomorrow's elections.
However Tory Canvey South councillor Jeff Stanley said: "The leader of the council says the borough has been made safer through 300 more police officers being drafted in, but the council had nothing to do with this."
He also claimed urgent repairs costing £2,642,000 were needed on leisure facilities but the council did not have enough money to carry them out.
