A council is refusing to give the go-ahead for a development of 45 new homes even though its own planning officers were recommending approval.
More than 40 neighbours sent in letters of objection to Pursebridge Homes' application to build a mixed development of houses and flats on land behind St John's Road, Chadwell St Mary.
Thurrock Council refused to give permission to the scheme. Instead it told officers to have another think.
Part of the proposed site encroached in to the green belt and residents were concerned about the effect of extra traffic in St John's Road and the loss of open land.
A report from the planning department said, however, the benefits outweighed other concerns.
