The four local Ryman Premier clubs would all have been accepted in what would have in effect been a new regionalised Nationwide Conference Second Division if it had gone ahead next season.
A total of 19 Ryman clubs paid cash sums of £1,750 each, which will now be returned, to push for entry to the new set-up.
It has been vetoed for the 2003/04 campaign by the FA -- but seems certain to come into existence for the following season in two regionalised divisions.
These will be run by an alliance formed by the Conference plus Ryman, Dr Marten's and Unibond Leagues.
Canvey, Billericay, Purfleet and Grays were among nine Ryman clubs who would have been accepted into the south section of the new set-up if it had gone ahead next term.
The decision to launch the new league is expected to be ratified by the Football Association next month.
The public inquiry into the plans of Billericay Town and fellow developers Stadia Management to provide a new soccer stadium and other facilities including a swimming pool at Basildon's Gloucester Park is due to begin on September 30 this year.
