There were urgent moves today to shift travellers who have moved on to a council car park.
But Tendring Council has warned they are likely to be at the seaside park over the Easter Bank Holiday.
The 15 caravans went to the the main car park at Holland Haven at about 8am on Tuesday.
Council leader Terry Allen confirmed the necessary legal work to get them evicted was being drawn up.
"The arrangement we have with Essex County Council is that the county council's gipsy liaison officer will take the lead role to evict travellers from Tendring Council land.
"The gipsy liaison officer visited on Tuesday and understands they will be there for a few days," said Mr Allen.
"The county is acting as quickly as it can on our behalf."
The district does not have a permanent site for travellers.
