Children from poorer homes would have a better chance of university education if loans to students were replaced by the old grants system, Rochford and Southend East Tory MP Sir Teddy Taylor told the Commons.
He quizzed further education minister Margaret Hodge over the issue during education question time.
Sir Teddy said most students took the view the replacement of grants with loans and the introduction of fees had a devastating effect on low income families.
Mrs Hodge said the Government proposed the re-introduction of grants for a third of students and other changes.
