Basildon's benefits office provides an excellent public service, according to independent assessors.
The service at Basildon Council was given the prestigious Charter Mark for the second time by assessors from the Government cabinet office. Judges praised the enthusiasm of staff and their good customer care.
They added: "The residents of Basildon District regard the revenues and benefits service as a team willing to listen to their needs and treat them and their family with courtesy and respect."
Bala Mahendran, executive director of Basildon Council's housing and personal services, said: "This is a terrific achievement. We now have a solid base to continue improving and developing our services for the benefit of our customers."
