We need to change our image to recruit and retain staff, particularly teachers and social workers, according to Essex County Council.

The county needs the equivalent of 246 full-time teachers and 245 full-time social workers, as well as people to perform the many other jobs.

A council spokesman said: "Private sector jobseekers see local government as rigid, boring and mundane.

"Efforts are being made to highlight the benefits of working for the council. The move needs to be towards offering individuals a package which best suits them."
