Power company 24seven has been criticised for failing to solve a spate of power cut problems in the Braintree area.
A year after the unrelated blackouts affected the area, particularly Great Notley, councillors have held a meeting with 24seven bosses to discuss progress.
Roger Walters, Essex county councillor for Braintree West, who was at this week's meeting, said: "The perception is really performance hasn't improved as we would expect from last year. We are still getting the same problems."
But 24seven said the action plan they implemented to reduce further cuts, such as carrying out a special review of the network and special tree-cutting inspections, had a positive impact.
Bob Howe, 24seven distribution and planning manager, said in the last 12 months there had been 17 major faults in the Braintree area, four of which were caused by October's storms.
In the year previously, there were 24 major faults.
He added: "The drop from 24 to 17 is still not good enough for us to come here and say 'I don't know what you are worrying about, all is well.' We will be doing more."
