Three top men from Thurrock Council plan to get an insight into how a major Dutch port and associated business park work together.
They aim to return with a better understanding of what effects such a development could have, before the public inquiry gets under way into P&O and Shell's proposals for a superport at Shell Haven.
John Kent, cabinet member for regeneration, Paul Shelley, strategic planning chief, and Steve Price, planning officer in day-to-day charge of the council's response to the proposals, plan to visit Rotterdam with P&O.
Mr Kent said: "It is really important the council takes this assessment opportunity."
