Rochford parish councillors are delighted their portion of the year's council tax is staying the same.
The parish precept, their share of the Community Charge, is exactly the same for 2003.
Parish clerk Janice Rigby said: "It was a matter of teamwork.
"We have still allocated a substantial amount towards the Christmas lights switch-on ceremony and the May Fair.
"Within the Parish Cemetery considerable expenditure is also needed to upgrade the existing paths. The parish council is also responsible for some street lighting, bus shelters, seats and allotments."
Money has also been set aside for the Doggetts Wildlife Area, St Mark's Hall and the Parish Rooms.
