Residents in Dovercourt's Victoria Street want action over dumped rubbish amid fears about environmental health.
The road came under the spotlight at the last meeting of the Harwich Conservation Panel.
It hoped that new flats planned for the street could help solve the ongoing rubbish problem.

Andy Rutter, panel chairman, said: "The problem of rubbish in Victoria Street is getting worse and I'm not sure what we can do."
He said planned flats near Dovercourt Station should eliminate the problem.
Hugh Markham-Lee, town councillor and panel member, said the derelict land was a mess but the new flats had been considered by councillors to be unsuitable.
However, they were given the go-ahead by Tendring Council.
Mike Page, Tendring Council spokesman, said the road was swept three times a week, but the main problem seemed to be residents who put their rubbish bags out too early.
He added: "We have tried sending out letters in that area, but people still insist on putting out their rubbish too early. That means that all the things that can happen to rubbish is happening.
