Work on a new £2 million village golf course is going out of bounds.
That's the claim of a neighbouring farmer and parish councillors, who are concerned that the developer is not sticking to conditions laid down when he was given permission for the site a year ago.
Doug Roberts, who has the farm next to the land in Thorpe Park Lane, Thorpe, said that water was running off on to the road and on to his fields.
"People in Frinton Road are having problems with drainage and the mess on the road in absolutely appalling," he said.
Mr Roberts said one of the conditions of the development was to provide a contour plan before work started but that had not been done.
Thorpe parish councillors were also worried that buildings, including a demountable and caravan, had been put on the site without planning permission.
In all, 17 conditions were imposed on the scheme for Eamonn Ryan.
Pat Holt said that if these were not being adhered to, Tendring Council should be taking action to make sure they were.
Councillors heard that Mr Ryan was now applying for permission for a clubhouse, driving range and maintenance building.
They were concerned about the scale of the buildings and felt they were too large in the setting.
The parish council decided to object to the application but a final decision will be down to Tendring councillors.
Mike Page, public relations manager for Tendring Council, confirmed it appeared the developer was in breach of certain conditions in his original permission.
