Great Wakering Rebels manager Den Winch is making a bid to take over running the Essex and London cycle speedway league.
The county league is currently run as part of the South Eastern League but Den thinks the time is right for a split.
"We double up at the moment and they count two matches in the South Eastern League as Essex League fixtures as well," the Rebels chief said.
"Making the Essex League separate would give us two leagues to contest in a season which would be better for the clubs involved."
Den's plan will be discussed by cycling chiefs on January 26 and will see the Rebels form a five-team constitution if voted through.
Wakering would be joined by Colchester Stars, Hawbush Hammers, East London and Hellingly Lions.
