Security in Rochford's market square could be tightened via the use of extensive CCTV after the council agreed to the proposal.
The district council's community services committee agreed to the principle of introducing CCTV, but requested a more detailed report.
There were concerns about placing the cameras on the listed buildings in the square and about the possible impact of the bulky cameras on the area.
Councillors also recalled problems that have arisen with Rayleigh's cameras which have poor picture quality.
Council vice-chairman Richard Amner said: "People are now saying that improvements in lighting are far more effective in reducing crime than CCTV."
Councillor Maureen Vince said that the Rochford Chamber of Commerce would be very disappointed if the issue of CCTV was not pursued.
The council unanimously agreed to the principle of introducing the cameras, but requested further consultation with the police and shopkeepers.
