Rapid response "clean" teams were called to a Braintree estate after youths threw about 40 rubbish bags around a street.
Margaret Horracks, of Stanes Road, said there were 40 bags strewn across nearby Camberton Road, by the garages and at the end of the cul-de-sac, yesterday morning
Camberton Road resident Sam Lee said it happened regularly, about once a month, and thought groups of bored youths were to blame.
Miss Lee, 30, said they kicked rubbish bags around, making them split, and sometimes she could not get her car out of the garage because rubbish bags were against them.
She said: "You don't feel you can even leave the rubbish out without it being kicked around."
A Braintree Council spokeswoman said the council was called on Monday night and a rapid response team was sent out to clear it up on Tuesday morning.
