The plug has been pulled on plans to create a mobile phone station on a listed structure in Dovercourt.
Hutchinson 3G UK wanted to use the water tower in Fronks Road for its equipment.
The company said it needed the base to improve its reception in the area.
But Tendring councillors last night refused the controversial application.
The scheme was also opposed by Harwich Town Council.
Members felt that it would be detrimental to the character of the listed building, even though there are already other antennae on the tower.
