Steve Haney blasted ten points for Basildon but was powerless to halt high-flying Romford.
The fly-half hit a first-half penalty as the new towners trailed 6-3 at the break, before adding a second-half try from a penalty move which he converted himself.
Basildon skipper Gary Smith said: "We haven't played good rugby for the full 80 minutes yet, just in phases."
Basildon fielded a young side of 18-year-olds including Jim Harman, Georgie Baker and Richard Roberts.
