A traffic survey on the road where Brian Mulenga died found a third of all vehicles were breaking the speed limit.
Southend Council is now facing pressure to cut the speed limit on Eastern Avenue, from 40mph to 30mph after it emerged many motorists were reaching 50mph on the dual carriageway.
There is no suggestion the 32-year-old driver who collided with Brian was speeding.
However, Bob Hellen, headteacher of Cecil Jones High School in Eastern Avenue, said the road was "a disaster waiting to happen".
Mr Hellen added: "There are 1,500 students at this school and in such a built-up area, it is my strongly-held view the limit on Eastern Avenue should be 30mph with speed cameras enforcing it."
A Southend Council spokesman added: "It would be unwise to comment on the accident or any future engineering measures that might be required until the police have concluded their investigations."
