Southend council is sitting on a £29million fund from the sale of council homes despite a homeless problem that has reached crisis point, it was revealed today.
Rochford and Southend East Conservative MP Sir Teddy Taylor has warned some of the money, which the council is prevented from using by Government policy, could eventually find its way into the coffers of other boroughs.
