Ronnie Russell is keeping an open mind about the future of the Hammers as he prepares to attend the Promoters' Winter Conference next month.
The Arena Essex co-promoter said, "Until I hear what the criteria is for moving into the Elite League, I can't make any decision concerning which league I think the Hammers should be in.
"Oxford has stated that they want to switch into the Premier League and if they are allowed to do that, then the Elite will want a club to replace them. Whether or not the Hammers wish to apply to replace them depends on the financial implications.
"I'm quite happy in the Premier League and only whatever is in the best interests of Arena Essex speedway."
Russell though is already planning ahead of the 2003 season with changes in the track shape planned which will see it reduced in size whilst offering more racing lines.
