A former play area in Rochford could be sold for housing on the open market if district councillors agree.
However, it is likely a last ditch attempt will be made to use the land for social housing.
Members said in the past they would like social rented housing for elderly people on the site in Tylney Avenue.
Swan Housing Association had prepared a plan for 15 one-bedroom bungalows for elderly people.
However, a report which will go to the community services committee on November 5 reveals that any bid for funding is unlikely to succeed.
Head of housing Graham Woolhouse said: "The problem is there is limited demand for elderly persons' accommodation in Rochford town."
