Southend's council leader has apologised to residents for the chaos caused by roadworks and building operations around the town.
But Charles Latham added that, in the long term, he believed Southend would be better for the work.
"I've heard from many residents who are concerned about the amount of work which is going on," Mr Latham said.
"We have been very successful in obtaining funding from European and Government sources for work such as London Road improvements.
"In two years' time we will have a town centre of which we can be proud."
