Car parking charges may have to be reversed if sites in Harwich and Dovercourt are common land, it has been claimed.
Investigations will be carried out to establish whether Tendring Council is entitled to impose fees in Lower Marine Parade and Wellington Road car parks.
Harwich Town Council has asked for assurances the car parks' status was checked before the recent introduction of parking fees.
Garry Calver, town councillor, told colleagues he had been approached by a man who thought one of the car parks was on common land.
Mr Calver said if it was discovered to be common land, Tendring Council would not be able to charge people using Wellington Road car park.
