Plans to introduce charges at five car parks across Tendring look set to go ahead despite objections to the scheme.
Up until now the two sites in Brightlingsea, two in Harwich and one in Dovercourt have been free to use.
But Tendring Council recently advertised its intention to bring in fees.
So far, the council has received 18 objections from businesses, groups, town councils and individuals.
There have been seven letters opposing the charges at Tower Street and Promenade Way in Brightlingsea, and 11 against the move for The Quay and Wellington Road in Harwich and Lower Marine Parade at Dovercourt.
But officers have put forward a report to the council's cabinet that it should proceed with the initiative.
"None of the objections have introduced issues not previously discussed," said Richard Walker, of contract services.
"The introduction of charges on the car parks highlighted will enable the delivery of the main aims of a ten-year off-street parking strategy for Tendring, which is intended to provide a framework for a much improved service."
