Hopes that a "village friendly" development would be created on the Orsett Hospital site have been knocked back.
A £14.5million bid co-ordinated by the Orsett Conservation Group has been thrown out by the Basildon and Thurrock Hospitals NHS Trust.
Teresa Gorman, the former MP and one of the leaders of the campaign, said the trust has written to her and the developer confirming the news.
