Only ten people a week are using Maldon's new minor injuries clinic.
The clinic was launched in a blaze of publicity three weeks ago but so far just 30 patients have used the service.
It was said to be the answer to hold-ups at accident departments in Colchester and Chelmsford.
Maldon and South Chelmsford Primary Care Trust, which introduced the clinic, is standing by the idea even though it has been criticised for not offering a walk-in service.
Chief executive Mike Harrison said: "Like all new services, it will take a little while to fully settle down but the early signs are very encouraging. The feedback from patients has been very positive."
PCT spokesman Peter Richardson admitted that the numbers were disappointing.
"We are going to be working at promoting the service. We anticipate the numbers gradually increasing."
