Town Hall manual workers are threatening to work to rule claiming they are not getting a fair deal.
The 50-plus staff claim Tendring Council has failed to instigate a single status agreement designed to put them on an equal footing with office staff according to responsibility.
This includes job evaluation by the council to make sure everyone is paid equally according to job responsibility.
Office staff employed by the council have already been assessed but the manual workers say they are still waiting.
A petition signed by the manual workers was sent to the council's chief executive John Hawkins.
Tendring Council spokesman Mike Page said: "A petition has been sent in but it's likely to be regarded as an attempt to circumvent the system, since the whole issue is shortly to be discussed by management and unions at the highest level."
